The Four Pillars

Four distinct responsibilities. One unified Assembly.

The South Carolina Assembly is organized through four distinct but interdependent pillars. Each carries a necessary responsibility in the work of lawful self-government, and each supports the others in serving the people of South Carolina.

The General Assembly provides the deliberative body of the people. The Jural Assembly safeguards due process and the independent administration of justice. The International Business Assembly manages external affairs and public administration. The Militia Assembly develops preparedness, community support, and disciplined public service.

These pillars are not competing branches or isolated organizations. They are complementary areas of responsibility within one Assembly. Together they provide the balance needed to deliberate, administer, judge, prepare, and act without concentrating every public function in a single body.

A Unified Structure

Distinct Duties, Shared Purpose

Each pillar has its own field of work, but all authority remains rooted in the people and directed toward the same end: accountable self-government in service to South Carolina.

The strength of the structure comes from both separation and cooperation. Responsibilities are clearly identified so that work can be performed competently, yet no pillar is permitted to become detached from the Assembly as a whole. Records, delegated duties, and public actions remain open to review.
