Justice begins with an informed and independent people

The South Carolina Jural Assembly exists to restore the people’s proper place in the administration of justice. It develops an informed body of citizens prepared to understand due process, weigh facts impartially, safeguard individual rights, and serve their communities with judgment, restraint, and integrity.

A free society cannot preserve justice by placing its entire care in the hands of distant institutions. The people themselves must understand the principles that restrain public power, protect the accused, provide a fair hearing, and require every claim to be supported by competent evidence. The Jural Assembly creates a place for that knowledge to be studied, practiced, and carried forward.

Its work includes civic and legal education, the cultivation of a qualified jury pool, the careful review of process, and the development of peaceful methods for resolving disputes. Members are encouraged to approach every question without fear, favor, prejudice, or personal interest, recognizing that justice must be principled enough to protect every person—not merely those with influence.

Justice is the constant and perpetual will to render to every person what is rightfully due.

The Work of the Jural Assembly

The Jural Assembly supports a fair and accountable system of justice through education, careful process, independent judgment, and service.

Education

Members study the principles of due process, jurisdiction, evidence, lawful procedure, and the historic role of the jury so that service rests upon understanding rather than assumption.

Due Process

The Assembly promotes notice, a meaningful opportunity to be heard, impartial consideration, reliable records, and procedures that respect the dignity and rights of every participant.

Independent Judgment

Jurors must be capable of weighing facts and law for themselves. Members cultivate the discipline to question unsupported claims, resist improper influence, and reach conclusions in good conscience.

Peaceful Remedy

The work of justice should restore order wherever possible. Careful fact-finding, mediation, accountability, and proportionate remedies can resolve conflict while preserving the peace of the community.

Justice requires patience: first establishing the proper question, then developing the record, considering the matter impartially, and reaching a reasoned conclusion.

Prepare

Members study their duties, applicable principles, and the limits of the authority entrusted to them before taking up a matter.

Examine

Claims, testimony, records, and relevant facts are considered carefully, with room for questions and meaningful challenge.

Deliberate

The matter is weighed without haste or improper influence, preserving fairness to all sides and fidelity to the record.

Resolve

A reasoned determination is reached, recorded, and communicated in a manner that makes the basis of the decision understandable.

Guiding Principles

Justice Is a Public Trust

The authority to judge another person is among the gravest responsibilities a free people can exercise. It demands humility, courage, independence, and a firm commitment to fairness.

The Jural Assembly is not organized to predetermine outcomes or advance private causes. Its purpose is to strengthen the habits and institutions that make impartial justice possible: competent inquiry, honest records, notice, a fair hearing, reasoned deliberation, and accountability for the use of public authority.

Members are expected to distinguish evidence from allegation, principle from preference, and lawful remedy from retaliation. In doing so, they help preserve a system in which the rights of one person cannot be discarded simply because a majority finds them inconvenient.
